No. Intelligent Profiles does not perform any network operations unless you klick "Help".
Intelligent Profiles uses the AlarmManager in order to be woken up when needed. This way Intelligent Profiles only runs a small amount of time (depending on how many rules to check) periodicaly. In this small amount of time it needs some power, like any other App that runs.
Some Condition-Plugins developed exclusive for Intelligent Profiles (like the build in ones), support extendet features to reduce the checking period whithout missing any events happening.
